Job Purpose

 

  • Reporting to Executive Director, you will lead the HR team in the whole spectrum of HR from recruitment, payroll, manpower planning and budgeting, performance management to learning & development. You will manage manpower planning in accordance to expansion requirements and provide strategic advice on employer branding, talent acquisition, and workforce management. You will also oversee the development and support of IT systems.
  • Senior Management Role responsible for the strategic delivery of all aspects of Human Resources policy and practice across AHL and the creation of effective peer and partnership relationships and be experienced in developing strategic initiatives to grow a company and its levels of productivity.
  • To support the overall company goals whilst also focusing on optimizing the mission-based objectives of AHL as a non-profit.
  • Lead and implement HR projects in line with business strategies.
  • Have a good understanding of Singaporean governments' labour force policies and practices, regulations and governance related issues related to non-profits. Also, strong understanding of Singapore's employment legislation and ensure AHL’s full compliance.
  • Oversee all governance, regulation and policy issues for AHL HR and design appropriate recruitment, retention, compensation, rewards and bonus systems, and devise strategies for performance evaluation, staffing, training and development.
  • To manage and develop the existing HR team and optimize its productivity and capability and output level.
  • Work closely with other departments on organisational change management, employee issues and staff engagement.

Duties and Responsibilities

  • Provide all human resources advisory across the whole company and as necessary to Board level develop strong partnerships and understanding of all functions in AHL.
  • Oversee all HR administrative and IT systems, build and monitor strong processes and internal policies, develop response to audit requirements for non-profits in collaboration with Senior Management team.
  • Ensure company policies and procedures and adhered to and keep up to date.
  • Support and align growth and development of people to meet the business needs and challenges.
  • Handle internal AHL grievances and violations and the relevant disciplinary action when required.
  • Establish and enforce IT support governance and ensure IT security policies are followed.
  • Oversee IT project delivery, maintenance of IT systems, and provision of IT support services.

Requirements

 

1.        Educational qualifications

  • Degree qualified related to Human Resources, strategy, Business Management and Non-Profit profit and global experience a benefit.

 

2.        Experience

  • At least 10 - 15 years of experience in HR, preferably in the Public Sector.
  • Some experience in IT project management role and best practices are preferred.
  • Experience in the Arts sector, an advantage.

 

3.        Specific skills required

  • Strong leadership capacity and self-starting organizational drive, timely deliverables, strong EQ, and understanding of mission-based organizations. Advanced communications skills and strong track record in strategic implementation and specialist partnership collaboration, and ability to remain steady under pressure.

HR Manager

Duties and Responsibilities

 

  • This position reports to the Head of HR. The HR Manager is tasked with managing HR processes, budgets and compensation matters, handling employee relations and engagement, ensuring compliance with regulations, assessing staffing needs and recruitment, as well as developing training & development programmes.
  • Manage up to 3 HR colleagues on the full spectrum of daily HR operations including but not limited to payroll, recruitment, compensation & benefits, employee relations, grievance handling, staff engagement and advisory services on HR policies and procedures.
  • Partner and support the functional heads to manage, in a proactive and consultative approach, a full spectrum of HR functions such as manpower planning, performance management, compensation, benefits, development etc.
  • Ensure HR policies, procedures, internal workflows, processes and HR information on SharePoint are updated and relevant to business needs.
  • Assist to provide guidance to stakeholders in people and performance management.
  • Execute annual promotion, annual increment and performance appraisal exercise to ensure rewards are distributed fairly to attract and retains talents.
  • Responsible for data integration in systems and ensure appropriate and relevant audit controls are in place.
  • Assist in external audit checks and yearly budgeting exercise.

 

Position Requirements

  • Degree in Business or HR related discipline.
  • Minimum 7 years of HR Generalist and relevant experience.
  • Minimum 3 years of supervisory role or similar capacity. 
  • Knowledge of Times Software is preferred.
  • Strong knowledge of local regulations and labour laws, e.g. Employment Act, Retirement and Re-employment Act, CPF Act, PDPA Act, etc.
  • Proven track record of HR business partnering with and delivering value to high performing and highly demanding business stakeholders.
  • Demonstrated ability to build and maintain effective interpersonal relationships at all levels.
  • Strong analytical thinking and communication skills both written and verbal.
  • Proficient in MS Office applications and hands-on experience in HRM systems.
  • Ability to work effectively under time pressure and when faced with competing priorities.
  • Results oriented, self-motivated, proactive, positive working and learning attitude with great initiative and high integrity.

IT Manager

Duties and Responsibilities

This position will oversee the development of IT governance and technology operations, ensuring that IT procedures and systems align with the budget and needs of AHL. The incumbent will spearhead & promote digitalization initiatives and culture for a more effective and efficient working environment.

 

This position will perform analysis, development and implementation of new IT systems or software. 

 

Policies and Cyber Security

·        Develop and revise IT governance framework.

·        Develop and review policies and procedures relating to IT cybersecurity to ensure that AHL’s media, telecommunication and broadcast networks are safe and secure.

·        Proposed cyber security as well as protection of personal data to comply with Personal Data Protection Act.

·        Perform periodic analysis of existing cybersecurity policy and regulatory issues, and continually provide recommendations.

·        Ensure security and privacy of the information systems and equipment through periodic audit to discover gaps and recommend solutions for improvement.

·        Ensure the AHL websites conform to the Compliance Checklist provided by NAC/MCCY.

·        Provide periodic newsletter to all staff on cybersecurity.

 

IT Infrastructure and System

·        Oversee the development, design, implementation and integration of any existing and new IT systems and applications and changes to existing computer systems and application software, including the management of outsourcing hardware and software vendors.

·        Ensure the relevancy of the IT infrastructure & system and recommend adoption of new technologies, when appropriate.

Maintain & ensure the integrity and continual operations of the IT network including the wireless networks and mission critical operations.

·        Develop and maintain technical documentation and configuration procedures. Also develop, implement and maintain good policies and SOP procedures for the whole IT architecture.

·        Manage infrastructure installation services including setup of new servers and network equipment, network facilities, cable plant etc.

·        Manage and liaise with IT vendors, reviewing and recommending renewal of warranties with vendors.

·        Manage, track and monitor IT projects to ensure KPIs are met on time and within budget.

 

Budgeting

·        Manage the IT budgeting and execution in line with business strategy, including the outsourcing, ordering, acquisition, inventorying, and disposition of hardware and software.

 

IT Support Services

·        Ensure the AHL websites conform to the Compliance Checklist provided by NAC/MCCY.

·        Support staff on day-to-day IT issues/ requests.

·        Facilitate quick reaction to any outages and isolate events before service degradation occurs.  Also develop, implement and review all back-up and disaster recovery procedures and business continuity plans for overall IT infrastructures.

·        Deploy IT solutions to meet requirements.

·        Manage and conduct periodic audit to account and tagging for all IT equipment.

·        Handle the creation/cessation of AHL staff accounts and issuing/collection of IT equipment and accessories.

·        Handle the procurement of IT equipment such as laptop and printers etc.

 

Position Requirements

  1. Education

·        Degree in Computer Science/ Information Technology, or equivalent professional qualification.

 

  1. Experience

·        The incumbent must be an IT professional who can manage end-to-end infrastructure-related projects and maintain the corporate IT assets list, technical documentation, network diagrams, and other pertinent documentation.

·        At least 8 - 10 years of experience in in-house IT managerial role.

·        Experience in Public Sector an advantage.

 

  1. Skills

·        Client-oriented, excellent interpersonal skill and able to take pressure in an event oriented and multiple business units environment.

·        Ability to handle sensitive information and maintain confidentiality.

·        Good understanding of telecommunication or broadcast networks, databases and server networks.

·        Possess analytical, writing, communication and presentation skills.

·        Fluent in English.
